To start this picot fold waistband or hem, you will need to cast on your desired number of stitches using a Provisional Cast On. Find that tutorial here.

Once you have worked as described in the video above, with your last row being a purl row (the next row you will be making will be knit) then continue with the video below. For help moving your Provisional Cast On stitches onto a needle, see the last video in this post.

Now you are ready to continue with the remainder of your piece. Your final piece will look like the picture below. It will have a nice picot fold, and will be hallow inside. Slip in an elastic or just leave as is for a hem. Your work will not roll with this edge.
